最近有两个观点在微博上流传很广。一是瑞士宣布重返中立国地位。二是瑞士银行宣布重返中立国地位。好奇考证了一下，两者都是只在中文互联网发酵的“新闻”。出处似乎是某乎热贴。解释：一、按照瑞士的观点，哪怕他们在2022年跟随欧盟给予俄罗斯金融制裁了，瑞士人依然认为他们根本就还是中立国家，因为并没有违反瑞士1907年制定的中立法（the law of neutrality）。瑞士外交部还专门在2022年2月28日制裁实施后，由于舆论压力，专门做了一个问答（图一二三）。我摘录如下：Switzerland continues to uphold its neutrality in the strict sense of the term, i.e. the law of neutrality. It does not favour any warring party militarily.这段话的意思，瑞士依然保持中立地位并严格遵守中立法的条款，其中规定不能对交战双方给予军事上（militarily）的援助（潜台词是给予金融制裁不算违法）。Russia's military aggression against Ukraine is a serious violation of the most fundamental norms of international law and is without precedent in recent European history. Within the scope of its political room for manoeuvre, the Federal Council took this into account in its decision to join the EU sanctions.这段话就不翻译了，大家自己看。瑞士人骂俄罗斯，并解释为什么加入欧盟的制裁。最新相关消息，是目前欧盟各国都在给乌克兰运武器，瑞士国内也有呼声，但是瑞士总统否决了提供武器的提议，理由就是违反中立法（图四）。所以，按照瑞士人的“逻辑”和“抠字眼”，他们根本就还是一个中立国，怎么会“宣布重返”中立国呢？《瑞士宣布重返中立国地位》，这是一则编乎新闻。二、关于瑞士银行宣布重返中立国外交政策是外交职能，瑞士银行一家商业银行，何德何能可以代替瑞士外交部做这样的“宣布”呢？一眼假。但这个话题背后是有故事的，还是大家喜闻乐见的爽文故事，所以大行其道。这个爽文的主线逻辑是这样的：“正因为瑞士银行没收了俄罗斯富人的资产，失去了信誉，导致富人们纷纷逃离，最终把自己搞倒闭了”。简直是俄罗斯版本的，今日你对我爱搭不理，明日叫你高攀不起。很爽，可惜不是真的。想要说明这个问题，可以反向思考：要是瑞信不参与对俄制裁，不没收俄罗斯资产，会发生什么？须知在欧美的金融业，制裁俄罗斯不仅是合规要求，更是舆论和声誉上的政治正确。几乎所有的欧美金融机构都参与了制裁，都参与了没收俄罗斯企业和个人的资产。如果瑞信不参与制裁，在欧美金融业属于公然跳反，不仅会面临巨额的合规性处罚，也会产生巨大的声誉风险，很可能早就倒闭了。瑞信倒闭的真正原因，早在欧美制裁俄罗斯之前就有征兆了。我已经多次分析过，是长期以来自身经营不善，风险管理不利的原因。世界上没那么多爽文。收起展开全文 原微博
